Should authorities be allowed to remove content that recruits children and young people to crime from digital platforms?

What is the issue?

The fact that criminal networks recruit children and young people to commit serious crimes is a major societal problem. Recruitment is increasingly taking place online and with the help of digital services. The government is therefore proposing a new law that will enable a competent authority to decide on orders that recruitment content be removed or made inaccessible. A removal order shall be directed at the hosting service provider, i.e. the party providing the platform on which the content is located. The content shall be removed or made inaccessible as soon as possible and at the latest within one hour of the hosting service provider receiving the order. A penalty fee shall be able to be levied on a hosting service provider that violates its obligations under the law. The purpose of the law is to counteract online recruitment of, not least, children and young people to crime and to combat the phenomenon of crime as a service, i.e. crimes being advertised digitally on a services market.
