Should there be a fair representation of women in federal authorities?

It would have amended the Constitution to require:

Fair representation of women in the Federal Council (government), Parliament, and the Federal Supreme Court.
More balanced representation of women in the federal administration.
For the Council of States, each canton would generally elect one woman and one man.

Arguments for:
Women made up about half the population but remained underrepresented in political leadership.
Equal representation would lead to fairer and more balanced decision-making.

Arguments against:
Public offices should be filled based on voters' choices and merit, not gender quotas.
Mandatory quotas were seen as limiting voters' freedom to choose candidates
