Ættu eftirlaunaþegar að fá 13. lífeyrisgreiðslu ríkisins á hverju ári?

Þetta myndi auka árlegar tekjur af lífeyrisgreiðslum um það bil 8,3%. Lífeyrisþegar sem fá viðbótarbætur myndu halda þessum bótum án þess að þær lækki vegna viðbótarlífeyrisgreiðslunnar. Stuðningsmenn héldu því fram að hækkandi kostnaður við húsnæði, sjúkratryggingar og matvæli hefði dregið úr kaupmætti lífeyrisþega. Andstæðingar héldu því fram að viðbótargreiðslan myndi einnig renna til lífeyrisþega sem þyrftu ekki á henni að halda og myndi setja verulegan viðbótarþrýsting á lífeyriskerfið. Í frumkvæðinu var ekki tilgreint hvernig viðbótarútgjöldin yrðu fjármögnuð. Svissneskir kjósendur samþykktu frumkvæðið.
