Washington, 1993
Washington voters were asked whether repeat serious offenders should receive life imprisonment without possibility of parole after their third qualifying serious offence. Supporters argued that people repeatedly committing serious violent crimes should be permanently removed from society. Opponents argued that mandatory life sentences remove judicial discretion and could produce disproportionately harsh punishment in some cases. The proposal was approved by voters.
